In the first half of 2026, Command 86 has successfully completed all assigned tasks. Key achievements included advising the Ministry of National Defense on submitting to the Prime Minister a review of legal implementation for national defense in cyberspace in the 2015-2025 period; proposing the drafting of an ordinance on the protection of national sovereignty in cyberspace for inclusion in the National Assembly (N.A.)’s 2027 legislative agenda.

It has successfully developed a national plan to counter information and cyber warfare; ensured cyber-security for the 14th National Party Congress and election of deputies to 16th N.A. and all-level people’s councils for 2026-2031 period; and supported nationwide digital transformation at the commune and ward-level military commands.
Notably, the unit has proactively grasped situational developments, strengthened early warning, and countermeasures against hostile online activities while expanding the use of AI and big data. It has effectively carried out Party and political work while maintaining stable morale of the personnel.
On hearing reports and inspecting the unit, Gen. Nghia praised Command 86 for its accomplishments. He noted that the command had excellently fulfilled its missions, reaffirming its core role in protecting national sovereignty in cyberspace, safeguarding the Party’s ideological foundation, and supporting digital transformation and e-government and digital administration development.

The GDP’s chief asked Command 86 to continue embracing the strategic autonomy viewpoint in defense, security, digital transformation, and safeguarding of national sovereignty in cyberspace.
The command should strengthen its ability to master core technologies, AI, big data, and emerging technologies; promote defensive capabilities, enhance protection of critical information systems; improve cyber intelligence, forecasting, and strategic advisory capabilities. It should also continue proposing legal and policy improvements related to protection of national sovereignty in cyberspace.
Emphasizing the protection of the Party’s ideological foundation online, Gen. Nghia instructed Command 86 to strengthen coordination with all-level steering committees 35 and relevant agencies and units inside and outside the military; proactively identify and counter hostile and harmful information, and contribute to a safe and healthy digital environment. He also called for further information dissemination to raise public awareness of personal data protection and safe cyberspace use and gradual building of firm people’s heart posture in cyberspace.

He further stressed the importance of building a strong and exemplary Party organization, enhancing political and ideological education, developing a contingent of highly capable and politically reliable personnel, mastering advanced science and technologies, paying attention to personnel welfare, and building a healthy, united, and innovative cultural environment.
