The conference was also attended by Lieutenant General Le Duc Thai, Chief of the Vietnam Border Guard Command, and delegates from functional agencies of the Central Military Commission and the Ministry of National Defense.

At the event, delegates evaluated that in the first half of 2023, the Party organizations and commanding officers of the Border Guard Command at all levels pro-actively overcame difficulties, conducted all tasks in a decisive and flexible manner, contributing to fully completing tasks with many achievements. Notably, they pro-actively researched and grasped situations, gave recommendations to the Central Military Commission and the Ministry of National Defense to promptly handle all issues at the border, contributing to safeguarding the national sovereignty, territorial integrity, border security, sea, and islands. The border guard leadership ordered affiliated forces to strictly follow the signed agreements and enhance cooperation with neighboring countries, conducting joint patrols and close management of borderlines, border gates, trails, and open routes.
During the conference, delegates discussed and analyzed their advantages and disadvantages as well as identified causes.
Regarding tasks for the second half of 2023, delegates agreed to continuously lead the implementation of managing and safeguarding national sovereignty, border security, and building a strong border area, actively coordinate in forecasting situations, and give timely advice to the Central Military Commission and the Ministry of National Defense on resolving incidents occurring in land and sea border areas, and on islands. The Border Guard Party Committee will direct its affiliated units to firmly protect border areas in accordance with legal documents and signed agreements; tightly manage border gates, sea, and islands; and maintain security, order, and social safety in border areas and at border gates according to the law.
On behalf of the Central Military Commission and the Ministry of National Defense, Lieutenant General Nguyen Doan Anh acknowledged and praised the border guard force's efforts in overcoming difficulties, promoting unity and solidarity among it troops over the past time. They achieved good results in completing their tasks.
In order to successfully fulfill the tasks of the second half of the year, Lieutenant General Nguyen Doan Anh proposed that the Border Guard Party Committee pro-actively grasp situations, promptly propose recommendations to the Central Military Commission and the Ministry of National Defense to effectively address all issues. They should firmly manage national sovereignty, border security, border checkpoints, and regions. The border guard leadership should improve the quality and efficiency of their tasks, promptly fight against and prevent activities of hostile forces in border and in key areas. They should also provide good guidance for the implementation of defense external affairs, while strengthening the political foundation and socio-economic development in border areas.
The Deputy Chief of the General Staff of the Vietnam People's Army emphasized that the tasks for the second half of 2023 will face many difficulties. However, he believed that with efforts and perseverance, the Border Guard Party Committee will lead all affiliated units to successfully accomplish their tasks.
