Vietnamese and Lao military units hold talk
PANO - On July 12, the Thanh Hoa provincial Border Guard Command held talks with the Military Command of Houaphanh province (Laos). Senior Colonel Do Ngoc Vinh, Commander of the Thanh Hoa provincial Border Guard Command, and Colonel Phansixon Mixay, Political Commissar of the Houaphanh provincial Military Command, co-chaired the talks.
Following the signed cooperation agreement on border affairs, the Thanh Hoa provincial Border Guard Command and the Military Command of Houaphanh province have actively promoted awareness and mobilized people to strictly comply with the Vietnam-Laos protocol on national borderline and border markers, the agreement on regulations on border management and border gates, and other related documents signed by the governments of the two countries. The two units regularly cooperate in exchanging information, conducting joint patrols, protecting border routes and border markers, and effectively combating crimes, as well as ensuring political security, social order, and safety. They also manage and firmly protect the sovereignty and border security of both countries.
Recently, border posts of the Thanh Hoa provincial Border Guard Command have coordinated with the border protection platoons of the Military Command of Houaphanh province to conduct mutual patrols and meet at the border nearly 50 times, involving 1,176 officers and soldiers. The Thanh Hoa provincial Border Guard Command has organized border guard training courses for 20 officers from the Military Command of Houaphanh province and directed the border posts to cooperate with border protection forces and local authorities in organizing activities on the occasion of the 60th anniversary of the establishment of diplomatic relations (September 15, 1962-2022), the 45th anniversary of the Friendship and Cooperation Agreement between Vietnam and Laos (July 18, 1977-2022), and the 55th anniversary of the twinning cooperation between Thanh Hoa and Houaphanh provinces (May 2, 1967-2022).

During the talk, both sides agreed to continue implementing important agreements, including the Cooperation Agreement on Border Affairs between the Vietnam Border Guard Command and the Border Guard Department of the Lao People's Army General Staff; strengthening education, raising awareness, and ensuring compliance with laws for people living in the border areas on both sides; enhancing the exchange of information on national security-related crimes; actively exchanging experience in border management and protection; and promoting exchanges and twinning activities between grassroots units to strengthen friendship and cooperation between the two sides.
In September 2023, the Thanh Hoa provincial Border Guard Command will conduct a training course on border protection for 20 military officers from Houaphanh province.
