The talks were held after an official welcome chaired by General Phan Van Giang for the Belarusian Minister of Defense and the delegation of the Belarusian Ministry of Defense. The Belarusian defense chief is paying an official visit to Vietnam and is going to attend the Vietnam International Defense Expo 2024.
At the talks, Gen. Giang emphasized that the people and military of Vietnam always bear in mind and appreciate the great support and assistance that the Soviet people, including Belarusian people, gave to Vietnam in the past struggle for national salvation and reunification.
He highlighted the effective implementation and good results of bilateral defense cooperation activities in line with the overall traditional friendship, multifaceted cooperation of the two countries, and international treaties and agreements.

He hoped that in the time to come, on the basis of Vietnam-Belarus traditional friendship and multifaceted cooperation, the two sides would continue coordinating, effectively carrying out agreed contents with a focus on delegation exchange, military medical training, military history, military media. In addition, they should support and send delegations to attend international multilateral activities hosted by each side.
Gen. Giang suggested the Ministry of Defense of Belarus continue granting scholarships to Vietnamese servicemen to train at the Belarusian Ministry’s training facilities. He affirmed that the Vietnamese Ministry stays ready to welcome Belarusian servicemen to participate in Vietnamese language courses at the Military Science Academy and courses for defense officials at the National Defense Academy, helping bolster the bilateral defense ties in a strong, intensive, practical and effective manner.
Also at the talks, the two ministers exchanged views on regional and global situations and issues of common concern. Regarding sea-related issues, Gen. Giang emphasized Vietnam’s consistent viewpoint of addressing disputes by peaceful means, on the basis of international law, including UNCLOS 1982, fully implementing the Declaration on the Conduct of Parties in the East Sea (South China Sea) and soon finalizing the signing of a substantive, effective and legally-binding Code of Conduct in the East Sea (COC).
Lt. Gen. Khrenin Viktor Gennadievich thanked Gen. Giang and the Vietnamese ministry for a solemn welcome for the Belarusian delegation. He showed his high agreement with the issues both sides had discussed and proposed in order to promote the bilateral defense cooperation. He confirmed that the Belarusian ministry would direct its affiliates to work closely with the Vietnamese side to effectively implement all working aspects reached by the two ministries, contributing to developing the two countries’ relations.

On the occasion, the Belarusian defense chief invited his Vietnamese counterpart to pay an official visit to Belarus and attend the Belarus International Defense Expo 2025.
At the end of the talks, Gen. Phan Van Giang and Lt. Gen. Khrenin Viktor Gennadievich signed some cooperation agreements.
