The visit is taking place as Viet Nam-Belarus relations continue to develop positively, including defense cooperation and cooperation between the two countries’ military political agencies. The two countries are also preparing to mark the 35th anniversary of diplomatic relations in 2027.
During the talks, General Nguyen Trong Nghia welcomed the strong development of bilateral ties, particularly the elevation of traditional friendship to a Viet Nam-Belarus strategic partnership in May 2025. He noted that defense cooperation is an important pillar, with practical results in delegation exchanges, military personnel and expert training, military information and communications, and cooperation among arms and services.

He also highlighted the Belarusian Ministry of Defense’s experience in political and ideological education and in strengthening military personnel’s political resolve and determination. The experience, he said, is valuable for continued exchanges and cooperation between the GDP of the Viet Nam People’s Army and the Main Directorate for Ideological Work of the Belarusian Ministry of Defense.
The Vietnamese official proposed that the two sides continue cooperation in delegation exchanges and high-level contacts, cooperation between arms and services, young officer exchanges, military personnel and expert training, education on the history of the two countries’ traditional friendship, military filmmaking, and military libraries.

For his part, Maj. Gen. Leonid Viktorovich Kasinsky highlighted the important role of the two countries’ military political agencies in political education and ideological management of military personnel. He noted that Viet Nam and Belarus share historical similarities and honor the memory of those who sacrificed their lives for national independence and freedom.
He said that Belarus’ ideological work system builds on strengths inherited from political and Party work in the armed forces of the former Soviet Union while adapting them to current conditions. The system includes ideological work agencies from the Ministry of Defense, arms and services to grassroots units, as well as research agencies, museums, and military media.
Belarus also promotes patriotic education among the public, particularly young people, through clubs, military-oriented patriotic education classes, and school activities.

Maj. Gen. Leonid Viktorovich Kasinsky expressed his hope that the two sides would continue to exchange views on cooperation between political agencies of their armed forces. He affirmed that the talks provided an important opportunity for the two sides to engage in in-depth exchanges and further promote cooperation between the military political agencies of the two countries.
