According to the report delivered at the event, in 2024, the Central Military Commission (CMC) and the Ministry of National Defense (MND) directed the implementation of international integration and defense external affairs in line with the Party and State’s guidelines and foreign policy, obtaining comprehensive outcomes in bilateral and multilateral fields. Defense external affairs have proved its role as one of the pillars of the Party's external relations, State diplomacy, and people-to-people diplomacy.
In detail, bilateral defense cooperation between Vietnam and other countries, especially neighboring countries and key partners, has steadily advanced, contributing to building trust, maintaining friendship, and fostering a stable and peaceful environment for development while enhancing defense capabilities.

The naval, coast guard and air forces have actively engaged in maritime and aerial security cooperation. Coordination in addressing war legacy, training, expertise exchange, and scientific research has been carried out in a clear road-map. International cooperation in military investment and trade has been further boosted.
Multilateral defense external affairs have been implemented in an effective manner, contributing to strengthening solidarity, cohesion, and consensus in the ASEAN Community; promoting regional cooperation in other fields; enhancing understanding of other countries' perspectives; and protecting Vietnam's legitimate interests at major multilateral forums.
Notably, the VPA has deployed 21 rotating officers to participating U.N. peacekeeping operations, Vietnam’s Engineering Company Rotation 3, and Level-2 Field Hospital Rotation 6 to South Sudan, among others.
In his speech, Sr. Lt. Gen. Hoang Xuan Chien applauded the great efforts of officers, agencies and units in international integration and defense external affairs in 2024, particularly the successful organization and hosting of international delegations to Vietnam for the military’s major events, including the 70th anniversary of Dien Bien Phu Victory; the 80th founding anniversary of the VPA; the 35th anniversary of the Whole-people Defense Festive Day; the Vietnam Defense Expo 2024.
Regarding orientations and key tasks for 2025, Gen. Chien required agencies and units in the whole military to continue to innovate and enhance pro-activity in implementing international integration and defense external affairs work, both bilaterally and multilaterally, while carefully preparing and successfully carrying out defense external activities on the country’s major events, celebrations. Additionally, he called for ongoing research, updates, and improvements to the system of legal documents related to international integration and defense external affairs, while maximizing the efficiency of external dissemination efforts.
