Sr. Col. Bui Hong Thanh and Col. Chanxay Nanthavong exchange the Memorandum of Understanding on cooperation.

In Bolikhamxay province, the talks were co-chaired by Senior Colonel Bui Hong Thanh, Commanding Officer of the Ha Tinh Provincial Border Guard Command; Major General Kongchan Xaypanya, Director of the Bolikhamxay Provincial Police; and Major General Khamphen Vilutham, Commanding Officer of the Bolikhamxay Provincial Military Command.

In Khammouane Province, Sr. Col. Bui Hong Thanh and Colonel Chanxay Nanthavong, Director of the Khammouane Provincial Police, co-chaired the session.

During these talks, the two sides exchanged and reviewed the results of their coordination in managing and protecting the shared border, ensuring security and order in border areas, and building the shared border of peace, friendship, cooperation, and development.

Accordingly, the Ha Tinh Provincial Border Guard Command has effectively maintained operations of the military-civilian medical clinic in Thoongpe village, Khamkeut district. In 2025, the clinic has provided health check-ups and treatment for 2,677 people, handled 35 emergency cases, and distributed free medicines to about 1,100 residents of nearby border villages. The Command has also supported five students in Thoongpe, Nahat, and Nape villages under the “Paving the way to school for students” program, providing each with 500 Lao Kip per month.

Both sides agreed to continue strengthening information dissemination to raise people’s awareness of strict compliance with the Protocol on Borderlines and Border Markers; the Agreement on border regulations for the Vietnam - Laos border areas and land border gates. They also agreed to enhance information sharing, conduct joint patrols, provide border management training, and coordinate in search and rescue, disaster response, disease prevention, and environmental protection in border areas.
