Closing ceremony of rescue and relief refresher course for Lao officers
PANO - On November 17, at Regiment 741, the Dien Bien Provincial Military Command concluded a refresher course on rescue and relief work for 20 officers from the Luang Prabang Provincial Military Command of Laos.
Over the week-long course, Lao trainees underwent training covering the methods of building plans, preparations, and practical exercises in rescue and relief operations. They were instructed on advising local Party committees and authorities in leading, directing, and mobilizing forces during emergencies and disasters. Additionally, the Lao trainees were briefed on the historical ties and cooperative relationship between the two parties, states, and militaries. They also visited popular historical sites in Dien Bien Phu city such as Hill A1, the Dien Bien Phu Historical Victory Museum, and the De Castries Tunnel.

Speaking at the closing ceremony, Senior Colonel Lai Manh Hung, Second-in-Command Officer and Chief of Staff of the Dien Bien Provincial Military Command, praised the efforts of instructors and trainees, which resulted in positive outcomes.

Senior Colonel Lai Manh Hung expressed confidence that the Lao trainees would creatively apply the equipped knowledge to their mission implementation, contributing to effectively supporting local authorities in preparing for and responding to emergencies and disasters.

In response, Lieutenant Colonel Khamhone Thongxeokorvivanh, Deputy Chief of Staff of the Luang Prabang Provincial Military Command and head of the Lao officers' delegation, extended sincere gratitude to the Dien Bien Provincial Military Command, the course’s organizing panel, and other agencies that supported officers of the Luang Prabang Provincial Military Command to complete the training program.
