The agreement was inked on January 29 in Maputo by Vietnamese Ambassador to Mozambique Tran Thi Thu Thin and Mozambican Minister of Education and Culture Samaria Tovela.

The deal concretizes cooperation in education outlined in the 2007 Vietnam – Mozambique agreement on education and culture, while responding to the growing demand for deeper and more substantive collaboration. It is expected to contribute to fostering the two countries’ traditional friendship and multifaceted cooperation.
Under the agreement, the two sides will promote diverse forms of cooperation, including teaching, scientific research, academic exchange, human resource training, student exchanges and other related areas. Notably, Vietnam and Mozambique agreed to offer each other 15 student exchange scholarships annually.
Tovela welcomed the establishment of the new cooperation framework, noting that it aligns well with the practical needs of both countries. She expressed confidence that the agreement would serve as a catalyst for concrete and effective cooperation, particularly in facilitating Mozambican students’ study in Vietnam in priority fields where Vietnam has strengths, such as agriculture, agro-processing, aquaculture, medicine, engineering, and science and technology.
For her part, Thin thanked relevant agencies of both countries for their close coordination and efforts in negotiating and preparing for the signing of the agreement. She highlighted education cooperation as a bright spot in bilateral relations, reflected in the effective support provided by Vietnamese education experts in Mozambique in earlier periods, as well as the student exchange scholarship programs that have been maintained for many years.
The ambassador described the agreement as vivid evidence of the commitment of the two Parties and Governments to further deepen the traditional friendship, solidarity and comprehensive cooperation between Vietnam and Mozambique. The agreement is expected to bring tangible benefits to its beneficiaries, especially students of both countries, thereby contributing to the training of high-quality human resources for Mozambique’s priority development sectors.
The signing and implementation of the agreement are anticipated to significantly strengthen higher education cooperation and elevate Vietnam–Mozambique relations to a new level.
