Looking back on the history of Viet Nam-Laos relations, we take pride in the special solidarity founded by Presidents Ho Chi Minh, Kaysone Phomvihane and Souphanouvong, and nurtured by successive generations of leaders and people of both countries. Every achievement attained by the two countries’ revolutions to date has been closely associated with positive developments in this special relationship.
Overcoming the harshest trials of war and the arduous years of renewal, integration and development, the special solidarity between Viet Nam and Laos has become an objective historical necessity, a factor vital to both countries, and a foundation for their continued advancement through subsequent stages of history. Over the past years, political relations between the two countries have been continuously strengthened through regular exchanges at all levels, particularly high-level ones, while strategic trust between the two Parties and States has remained at a high level.
Defense and security cooperation continues to serve as a key pillar, with comprehensive and substantive implementation. Economic, trade and investment cooperation has been promoted toward closer integration of the two economies, particularly in infrastructure connectivity, transport, energy, telecommunications and logistics. Cooperation in education and training, human resource development, science and technology, culture, people-to-people exchanges, and collaboration between localities, especially border provinces, has also continued to receive attention. The two sides have maintained close and effective coordination at multilateral forums, particularly ASEAN, the United Nations and Mekong subregional cooperation mechanisms.
Within the overall relations between the two countries, the special relationship between the LPRP and the CPV constitutes the political foundation, strategic orientation and decisive factor in their development. Rooted in their close ties within the Indochinese revolutionary movement, the LPRP and the CPV were forged and strengthened through the struggle against colonialism and the fight for national independence. They have continued to develop through each country’s cause of national construction and defense.
The 14th National Congress of the CPV and the 12th National Congress of the LPRP, held in January 2026, have provided an important basis for the two Parties to continue defining major orientations for bilateral relations in a new stage of development. Both Parties consistently attach great importance to preserving, consolidating and developing the Viet Nam – Laos special solidarity, regarding it as an invaluable asset of the two nations that successive generations of leaders, cadres, Party members and people of both countries should inherit, safeguard and promote.
Against the backdrop of rapid and complex developments in the regional and international situation, Vilay Lakhamfong’s official visit to Viet Nam will contribute to consolidating political relations, enhancing the effectiveness of substantive cooperation and strengthening strategic cohesion between the two Parties. The visit will provide a basis for further advancing Viet Nam-Laos relations in accordance with the motto of “great friendship, special solidarity, comprehensive cooperation and strategic cohesion,” meeting each country’s development requirements in the new period, serving the practical interests of their people, and contributing to peace, stability and development in the region.
