During the events in Bac Lieu city and Gia Rai town, over 200 key leaders of unions and associations in the province were provided with information regarding the recent developments in the East Sea (or South China Sea); the Party and State's stance and strategies on protecting national sovereignty over sea and islands and solutions; the building of the Navy into a revolutionary, regular, elite, and modernized force and the service’s outcomes in safeguarding sovereignty over national sea and islands. Participants were also updated on new legal provisions on combating illegal, unreported, and unregulated (IUU) fishing and penalties for administrative violations in the fisheries sector.

These essential updates equipped key leaders of unions and associations with the knowledge needed to effectively convey and spread the Party's guidelines and the State’s policies and laws on sea and island-related issues to local young people and students.

As part of the program, the Technical Support Center conducted a recruitment drive targeting nearly 400 high school students in Bac Lieu province. The unit’s orators provided information about the significance of the national sea and islands in the Fatherland construction and defense; briefed participants on the Naval Academy’s history and policies on attracting talented individuals to build a regular, elite, and modernized force.

On this occasion, the two units distributed 100 life jackets, 200 national flags, 15 boxes of milk, and 20 gift packages to disadvantaged fishermen. They also handed out 100 sets of documents, titled "Essential Information for Fishermen," and provided travel expenses for 100 fishermen. The Technical Support Center awarded five health insurance cards, worth nearly one million VND each, and provided quarterly financial support to five children under their sponsorship.
