According to the decree, the State prioritizes investment and development in education and training to ensure a high-quality workforce capable of meeting the demands of data-driven science, technology, and innovation activities. It also promotes the establishment, connection, and expansion of expert and scientist networks, and scientific and technological organizations specializing in data, both domestically and internationally.

In addition, the decree encourages the development of research centers focused on data science and innovation in areas such as artificial intelligence (AI), cloud computing, blockchain, data communications, the Internet of Things (IoT), big data, and other advanced technologies in order to build, develop, protect, manage, process, and utilize data effectively.
The State will issue special mechanisms to attract highly qualified overseas Vietnamese and foreign experts in key fields such as information technology, cybersecurity, data science, and artificial intelligence to work in government agencies.
The Ministry of Public Security is responsible for leading and coordinating with relevant ministries, sectors, agencies, and organizations to support the incubation and development of a startup ecosystem focused on data-driven science, technology, and innovation.
The decree clearly states that organizations and individuals engaged in data-related science, technology, and innovation activities are entitled to the policies applicable to science, technology, and innovation as prescribed by law. They are also given top-priority access to the highest level of special support mechanisms available in sectors equivalent to high-tech industries.
State agencies, organizations, and individuals tasked with conducting scientific research, technological development, and innovation related to data are encouraged and supported and prioritized to us infrastructure and equipment invested by the State for science, technology, and innovation activities.
