The conference was presided over by Deputy Prime Minister Tran Hong Ha, Head of the National Steering Committee 515; Senior Lieutenant General Vo Minh Luong, Deputy Head of the National Steering Committee 515; and Deputy Minister of Labor, Invalids and Social Affairs cum Deputy Head of the National Steering Committee 515 Nguyen Ba Hoan.

In his opening speech, Senior Lieutenant General Vo Minh Luong suggested that the delegates closely study the draft report summarizing the achievements of the National Steering Committee 515, then highlight outstanding outcomes, the reasons of existing issues, and proposed solutions to enhance the effectiveness of the search, collection, and verification of martyrs' remains in the upcoming period.

At the conference, the delegates agreed that in 2023, the National Steering Committee 515, along with central agencies, local authorities, and military units, implemented numerous measures to improve the effectiveness in the search and verification of martyrs' remains. These included strengthening information dissemination, implementing the decoding of military units' designations from the war era, reviewing and supplementing lists of martyrs managed by units and localities, verifying and mapping the search for martyrs' remains nationwide, and accelerating international cooperation. These efforts significantly contributed to the positive progress of the search and verification, resulting in the collection of 1,328 sets of martyrs' remains (559 in Vietnam, 247 in Laos, and 522 in Cambodia).

Based on the opinions of the leadership of relevant ministries and functional agencies of the Ministry of National Defense, in the concluding remarks, Deputy Prime Minister Tran Hong Ha highly appreciated the efforts of various sectors, localities, and forces in the search and verification of martyrs' remains in 2023.

Regarding the tasks for 2024, the Head of the National Steering Committee 515 proposed that all relevant bodies at various levels rigorously adhere to the Party and State's perspectives, orientations, and policies regarding the search, collection, and verification of martyrs' remains. They must focus on building a comprehensive data system on martyrs and their resting places, applying information technology to identify the martyrs' remains gradually. This system must become an online address for the martyrs' relatives and war veterans to search for their loved ones and friends while also receiving information from individuals and organizations abroad to aid in the mission.

Additionally, Deputy Prime Minister Tran Hong Ha urged functional agencies of the Ministry of National Defense to strictly regulate the collection of samples in war cemeteries. He also proposed acquiring equipment and means, as well as replenishing and replacing outdated or damaged devices, to meet the requirements of conducting the search and verification of martyrs' remains.
