The congress affirmed that the draft documents were carefully prepared with thorough assessments and in-depth analysis of the country’s great achievements after 40 years of “Doi moi” (renewal). It also endorsed the vision, development orientations, key tasks, and strategic breakthroughs set for the tenure of the 14th National Party Congress.

Delegates to the 16th congress of the Party Organization of Son La province for the 2025–2030 tenure, which wrapped up on September 29, 2025 expressed strong consensus on the draft documents of the 14th National Party Congress.           

In the next five years, attention will be paid to building a clean and strong Party and political system; fully tapping the province’s potential, advantages, solidarity traditions, and cultural identity; and promoting innovation, science - technology, and digital transformation.

Son La aims for rapid and sustainable development, with high-tech commercial agriculture and agro-processing industries at its core, linked with ecological and cultural tourism. The province seeks to improve living standards, ensure national defense and security, towards turning into a socio-economic center of the Northwest sub-region, a center for agricultural processing in the northern midland and mountainous region, and a key tourism destination for the northern midland and mountainous areas, and Vietnam - Laos border area.

Son La will step up efforts to attract, train, and employ talent, building a pool of exemplary leaders and managers at all levels; prioritize developing inter-regional transport infrastructure as a driver of socio-economic growth; accelerate digital transformation and development of digital economy and digital society; establish digital government with comprehensive e-services; and expand smart urban services.

It aims for average GRDP growth of 8–8.5% annually in 2026–2030, with per capita GRDP exceeding 90 million VND (about 3,406 USD) by 2030. Total social investment is projected at 150 trillion VND, while state budget revenue is expected to reach 8 trillion VND. The multidimensional poverty rate is targeted to fall by 1.5–2 percentage points each year.

The province will focus on advancing administrative reform and digital transformation to improve state governance and the investment climate; fostering rapid, sustainable, and high-quality growth of the private sector while promoting cooperative economic organizations aligned with green, circular, and knowledge-based economy models; enhancing regional and inter-provincial connectivity with major economic hubs; developing tourism as a key economic sector; building an advanced culture rich in national identity while effectively implementing a national target program on healthcare, population, and development; and strengthening external relations and international cooperation.

Son La will continue restructuring its agriculture sector, concentrating on hi-tech, clean, and organic farming; improving the quality of key agricultural products in line with the value chain associated with building, developing and protecting brands.

The congress elected 54 members to the provincial Party Committee of the 16th provincial Party Organization.

At its first session, the provincial Party Committee elected a 14-member Standing Committee. Hoang Quoc Khanh, Secretary of the 15th Son La provincial Party Committee in 2020–2025, was re-elected as Secretary of the provincial Party Committee for the 2025-2030 tenure.
