This year's expanded BRICS Summit is taking place in the context of a rapidly changing and complicated global situation. Peace, cooperation, and development remain prevailing trends, yet they are facing significant challenges and obstacles. Strategic competition among major powers and localized conflicts continue to occur in more intricate and intense forms. The global economy is recovering slowly and fraught with risks.

Traditional and non-traditional security challenges are interwoven complexly, strongly impacting security and development of nations, particularly developing ones. In this context, the 17th BRICS Summit, themed “Strengthening Global South Cooperation for More Inclusive and Sustainable Governance,” presents an opportunity for participating countries to accelerate cooperation in trade, investment, climate change response, AI governance, security, and healthcare. It also affirms their strong commitment to multilateralism and a global rules-based trading system.

In recent years, Vietnam has participated in several activities within expanded BRICS Summit at the invitation of the rotating BRICS presidencies. Attentively, Prime Minister Pham Minh Chinh’s attendance at the expanded BRICS Summit 2024 demonstrated Vietnam’s active, pro-active and responsible engagement in global efforts and received big applause from BRICS members and high appreciation from the international community.

This year marks the first time Vietnam takes part in the expanded BRICS Summit as a partner country of the group. This reflects the higher position and role of Vietnam as well as offers an opportunity for the country to continue to affirm its foreign policy of independence, self-reliance, multilateralization, diversification, and pro-active, comprehensive, intensive and effective international integration.

During this trip, the Vietnamese government leader will engage in a number of bilateral activities in Brazil, one of Vietnam’s leading partners in Latin America. Over the past time, the Vietnam-Brazil relationship has seen many positive developments. The two sides have maintained regular delegation exchanges. Bilateral economic and trade cooperation has been on the rise with two-way trade turnover reaching USD 7.98 billion in 2024, an increase of 12.2% compared to 2023. The two sides have shown mutual support at international organizations and multilateral forums.

As the two key players in ASEAN and South America, respectively, Vietnam and Brazil are presented with great opportunities to elevate their relations to a higher level, for prosperity and benefit of their people and for peace, cooperation and development in both regions and the world at large.

Through high-level exchanges and contacts during the trip, the two sides will share strategic visions to promote cooperation and lift the two countries’ partnership to new heights in the time to come. It is believed that Prime Minister Pham Minh Chinh’s trip will be successful, helping to deepen Vietnam’s relations with key partners and to enhance the country’s stature, role and responsible contribution at multilateral mechanisms. More importantly, it conveys a strong message of a Vietnam entering a new era, the era of the nation’s rise, and a dynamic, creative, innovative Vietnam, a leading destination for international investors.
