Located at the Northern gateway of Phu Tho province, Doan Hung borders Yen Bai and Tuyen  Quang provinces. The district has key waterways passing through, connecting Hanoi with the Northern border provinces, creating two important waterways for military and economic, cultural-social exchange with districts and provinces in the Northwestern and North-central regions. With its strategic location, Doan Hung historically was a defensive barrier for the revolutionary capital and a strong rear for the Viet Bac (Northernmost region) war zone and major campaigns such as the Autumn-Winter Campaign and the Northwestern Campaign.

At the seminar, the delegates heard reports on such topics as the Lo River Victory Monument Relic – a highlight of the Viet Bac Autumn-Winter Campaign in 1947; exploitation of the relic site for tourism development; history education programs; preservation and promotion of the value of the Lo River Victory Monument in Doan Hung township; the historical significance and values of the Lo River Victory; the unique military art of the victory; and connection of the relic with the tourism routes of the midland and Northern mountainous regions.

At the event, delegates also highlighted the historical values and significance of the Lo River Victory in the anti-French war and its current national defense. They also proposed solutions to restore the national historical site of the Lo River Victory Monument and to improve the Lo River Victory Route to match the monument's value, contributing to marking the 80th anniversary of the historic Lo River Victory (October 24, 1947 - 2027).

The seminar also affirmed the role and historical significance of the Lo River Victory in the national history and honored the heroic achievements of the Vietnam People’s Army in Doan Hung. 

Speaking at the seminar, Editor-in-Chief of the People’s Army Newspaper Major General Doan Xuan Bo suggested that Doan Hung’s relevant agencies consider establishing a "Heroic Lo River" award for students with excellent achievements or for those who overcome difficulties to excel in their studies.

Other participants also proposed methods to utilize the Lo River Victory Relic Site in history education, locality education activities, and school experience. Additionally, they recommended turning the Lo River Victory Monument relic site into a provincial tourist attraction.
