The conference focused on analyzing and clarifying the leadership and direction of the Vietnam Labor Party, headed by President Ho Chi Minh, the Central Military Commission and the Ministry of National Defense. It also affirmed the important role of the Southern Military Commission and Southern Military Command. These were the decisive factors for the development of the People's Liberation Armed Forces of South Vietnam and its victories in the anti-US resistance war for national salvation.

During three months of preparation, the organizing panel received nearly 90 reports from general-rank officers, historical witnesses, and military and civilian researchers.

The conference evaluated the great stature, the glorious victory and profound epochal significance of the People’s Liberation Armed Forces of South Vietnam in the history of our country in particular and the world in general. Discussions at the conference deeply depicted the desire for independence, freedom and peace of the entire nation, as well as their will to fight against the foreign enemy, while delegates drew valuable lessons that can be applied to the current national construction and defense cause.

It was a chance for troops and people nationwide to raise their awareness of national pride, and promote the great unity block and the strength of the entire nation in the cause of building and firmly defending the Socialist Fatherland of Vietnam.
