Addressing the event, Senior Lieutenant General Nguyen Van Gau outlined the historical contexts behind the Appeal for National Resistance (December 19, 1946) and the Appeal to compatriots and soldiers nationwide (July 17, 1966) by President Ho Chi Minh. He stated that these two documents showed President Ho Chi Minh’s thought regarding the ultimate sacrifice required to protect national independence and freedom, as well as the power of national unity. The seminar aimed to provide a scientific basis for policymaking, enhancing national autonomy, and building a firm defense and security posture.
Meanwhile, Le Quoc Phong noted that Ho Chi Minh City would take in the seminar’s core values to promote its revolutionary traditions. He affirmed the city’s determination to build the Ho Chi Minh cultural space and develop a civilized, modern, and compassionate city.

During the event, Deputy Chief of the General Department of Political Affairs Senior Lieutenant General Truong Thien To urged delegates to analyze the historical contexts, the enemies’ schemes, and the Party’s resistance strategies. He called for a deeper examination of the appeals’ core values to effectively apply them to the nation’s new era of development.
Meanwhile, Deputy Chief of General Staff of the Vietnam People’s Army Lieutenant General Nguyen Ba Luc reported that the organizing panel had received over 90 high-quality reports. These papers approached the topic from various perspectives, focusing on the will to safeguard national independence and the enduring value of Ho Chi Minh’s thought.
In his closing remarks, Senior Lieutenant General Nguyen Van Gau concluded that the seminar would serve as a valuable resource for traditional education, inspiring patriotism, and determination to firmly protect the country’s independence, sovereignty, and territorial integrity.
