On September 11, Military Region 5 set up two missions to check the storm response preparatory activities in the region.

Earlier, it directed its affiliates to closely follow the storm developments, actively work with local party committees and authorities and other relevant forces to prevent and control the natural disaster, and develop response plans. Troops were also deployed to help locals reinforce their houses, tie ships, and check dykes and lakes and other areas prone to flash floods, landslides, and being isolated.

It was raining moderately to heavily in the region.

Meanwhile, Division 375 under the Air Defense - Air Force Service and Naval Region 3 sent hundreds of troops to assist local authorities and people in Da Nang city in response to the storm. The troops reinforced offices, schools, houses, trimmed tree branches in Lien Chieu district and supported local fishermen to move their boats to safe places.

In response to the fifth storm, border units from Quang Ninh to Binh Thuan provinces set off firecrackers to signal the storm at 42 locations as regulated by the Government. They also guided tens of thousands of people and vehicles on the storm path to take refuge, and grasped the number of people to be evacuated due to the effects of the storm, sea level rise, flash floods, and landslides.

Thousands of border guards and hundreds of vehicles are now ready to take search and rescue missions and give assistance to local people on request.
