The event, taking place from October 17 to 19, includes three stages, namely shifting the armed forces to higher combat readiness postures and the locality to national defense posture, preparing for the defensive area exercise, and conducing the exercise.

Notably, apart from the operation of the exercise mechanisms, the Steering Committees for Military Region 4 and Thanh Hoa province’s exercises have prepared contents with field components and defensive operations in line with reality.

Speaking at the event, Commander of Military Region 4 and Head of the Steering Committee for Military Region 4’s exercises Lieutenant General Nguyen Doan Anh affirmed that the exercise is to further study and effectively carry out the Politburo’s Resolution 28, Law on National Defense, and other documents on building defensive areas. It also aims to enhance leadership and command capability of the Party Committee and authorities as well as the coordination among forces in the provincial defensive areas and regular units of the military region and the Ministry of National Defense. 

The exercise is also to check the province’s building of defense and security, so as to effectively fight against "peaceful evolution." It also helps the locality to prepare defensive operation plans to prevent war. Through the event’s results, the province will make adjustment in accordance with reality in each period and the locality and the military region’s armed forces’ position in the national defense mission in the new period.

Speaking at the opening of the drill, Secretary of the provincial Party Committee and Head of the Steering Committee for Thanh Hoa province’s defensive area exercise Do Trong Hung asked Party committees at all levels, authorities, leaders of departments and organizations to raise their responsibility and deal with circumstances as regulated. He added that after the event, agencies and units should amend and complete documents in building provincial level defensive areas.
