According to Sr. Col. Vu Van Hung, Deputy Political Commissar of the Quang Ninh Provincial Military Command and Political Commissar of the Quang Ninh Provincial Border Guard Command, the pilot team brings together representatives from the border guard force, customs, local government, and travel agencies. It is tasked with promoting legal awareness of border management, immigration, and import-export regulations while assisting residents and businesses in complying with relevant laws. The initiative also seeks to facilitate lawful cross-border trade and foster friendship between communities in Mong Cai of Vietnam and Dongxing of China.

At the launch ceremony, Sr. Col. Vu Van Hung directed participating agencies to further improve the content and methods of public outreach, aiming to ensure that more than 80 percent of border residents have access to legal information while reducing immigration- and trade-related violations by 20 to 30 percent.
