During the working session, Director of the MND’s Department of Finance Major General Luu Sy Quy briefed delegates on task implementation and proposed measures to beef up projects’ investment and disbursement procedures funded by the State budget for regular spending on national defense in 2023.

Accordingly, in 2023, the government, Prime Minister, and defense leaders have issued many documents, while the MND held a conference to review and draw lessons from the implementation of five-year investment plans for the period of 2021-2025. The MND has also sent inspection delegations to check the whole military units’ task implementation in this field.
Thanks to the great effort of the units, in the first six months of 2023, the whole military rolled out many investment projects to help the MND further conduct capital construction expenditure. Regarding projects under the medium-term public investment plan with State budget capital for the 2021-2025 period, as of last June, the whole military’s disbursement reached a higher rate than the national average one. In addition, the MND leaders also reviewed and approved the implementation of investment procedures for the remaining construction projects in the medium-term investment plan for national defense in the 2021-2025 period.
Addressing the event, General Giang acknowledged the whole military units’ achievements in this field in the first half of 2023, while pointing out shortcomings and difficulties in their task performance. He requested them to map out solutions to boost the task procedures in the time to come.
Relevant units were also asked to distribute documents to units in the whole military, and launch refresher courses on capital construction investment and disbursement so as to seek for solutions to ensure the implementation of this task. Meanwhile, they should also follow State laws, while making recommendations to the MND leaders in order to promptly perform assigned tasks.
At the same time, the units’ leaders should raise their leadership and coordination to address arising issues during rolling out projects, in line with the State and MND’s regulations.
