The MND has made significant progress in the work. Under the resolute and synchronized direction of the Central Military Commission and the MND, agencies and units have effectively operated online public services, digitized records and administrative procedures, consistently achieving an on-time processing rate of over 99%.

The effective utilization of population data has also enhanced medical examination and treatment services at military hospitals. All agencies and units have used electronic documents with digital signatures. Attentively, the Northern Data Center under the MND was established.

Military data was transmitted smoothly from the MND to all of its affiliates, and to 95% of second-tier units, and 54% of third-tier units.

At the conference, alongside achievements, participants also identified existing shortcomings and proposed key tasks for the future implementation of the work.

Gen. Vinh emphasized the need for clear accountability, specific timelines, and measurable outcomes. He also urged unit leaders to set an example in processing electronic documents.

Additionally, merged agencies and units must review and adjust project contents to prevent overlaps and wastefulness while ensuring compliance with legal regulations. The MND will put the Data Center into operation while accelerating the development and management of specialized databases.

Key priorities highlighted include completing the legal framework for digital transformation within the MND, organizing IT training for specialized personnel, amending cryptography-related regulations, and advancing cloud computing and artificial intelligence applications. By June 2025, digital transformation training will have been implemented at military academies and institutions. Further efforts will be made to expand military data transmission infrastructure to third- and fourth-tier units across the armed forces.

These measures are expected to effectively and comprehensively accelerate the digital transformation within the MND.
