The conference was chaired by Lieutenant General Le Ngoc Hai, member of the Party Central Committee and Commander of Military Region 5.

At the event, Senior Colonel Vo Van Ba, Deputy Chief of Staff of Military Region 5, presented a proposal for organizing the 2026 exercises in line with directives from the General Staff, as outlined in the document “Organization and methods for conducting combat exercises at commune, ward, and special zone levels within defensive areas,” as well as the 2026 military and defense work order issued by the Commander of Military Region 5.

Discussions at the conference focused on analyzing local situations; force organization; operational mechanisms; Party and political work; and logistics and technical support under new circumstances. A key requirement is to ensure that the operational mechanism for commune-level combat exercises remains flexible and effective following the implementation of the two-tier local government model.

Notably, civil defense contents were designed to closely align with practical conditions and adhere to Government Decree No.200/2025/ND-CP, covering 14 groups of scenarios, including natural disasters, incidents, catastrophes, and non-traditional security challenges.

In his concluding remarks, Lieutenant General Le Ngoc Hai requested Party committees and unit commanding officers to organize thorough training for each group of participants and ensure sufficient funding, training grounds, and facilities. He emphasized the need to advise provincial Party committees and People’s Committees to issue a complete system of guiding documents, supplement leadership components involved in directing the exercises, and closely monitor and guide each locality.

He also stressed that exercises must be conducted in parallel with routine tasks, with continuous refinement of operational documents. Scenarios should be diverse and realistic to comprehensively assess the operational capacity of the political system and armed forces at the grassroots level.

This initiative reflects the pro-active approach of the Military Region 5 Command in enhancing leadership and management capacity under the two-tier local government model, while realistically evaluating the strength of defensive areas at the commune level in handling various situations.
