According to Senior Colonel Vu Hong Anh, Commanding Officer of the Hai Duong provincial Military Command, the highlight of this movement was the efficiency of the advisory role, contributing to the fulfillment of local military and defense tasks.

Sr. Col. Anh said that the command has given suggestions on building potential in province and district-level defensive areas, developing local socio-economy, and creating continuous and strong defensive areas in both peacetime and wartime. Accordingly, combat bases, bases for the homefront, training grounds, shooting ranges, and other combat facilities have been prioritized to be built.

In this movement, the command has paid due attention to innovating works related training, combat readiness, regularity building, discipline observance which are its key and regular tasks in building revolutionary, standardized, elite, and gradually-modernized provincial armed forces.

Attentively, its affiliated agencies and units have exerted all-out efforts to achieve the goal of “one concentration, three breakthroughs,” promoted initiatives and technical improvements, and contributed thousands of working days to building, upgrading training grounds, shooting ranges, and renewing training models. In addition, training programs have been designed close to reality of garrison areas and each unit’s task requirements. As a result, training quality of the provincial armed forces has improved much, reaping good results.

In the reviewed period, troops have had stable thought, stayed united, raised responsibilities to build comprehensive, exemplary and typical agencies and units.

With their attainments, the provincial armed forces have constantly been awarded flags of excellent emulation by the Ministry of National Defense, the Military Region 3 Command and provincial People’s Committee since 2019. Notably, in 2022, the provincial Military Command was honored with the Second-class Military Exploit Order presented by State President. Additionally, provincial officers and soldiers achieved high prizes at the provincial military command and military region-level competitions.

Col. Anh attributed the success of the provincial armed forces’ emulation movement to a number of factors, including good grasping of the importance of the movement; daring to think, do, innovate, create and take responsibility; timely commendation and reward; creating conditions for troops to achieve their goals; and fighting against “achievement obsession phenomenon,” and subjective thinking; and close combination of the movement with other movements and campaigns of the Party, State, military and localities to develop the emulation movement comprehensively and firmly.
