Earlier, the Prime Minister had signed Decision No.485/QD-TTg regarding the retirement of Lieutenant General Vu Van Kha, the former Acting Commander of the ADAF Service. In Decision No.529/QD-TTg, the Prime Minister appointed Lieutenant General Nguyen Van Hien, Deputy Commander and Chief of Staff of the ADAF Service, as the new Commander of the ADAF Service.

An overview of the conference

Speaking at the conference, General Phan Van Giang affirmed that over his more than 40 years of service in the military, in various positions ranging from fighter pilot to Deputy Secretary of the Party Committee and Commander of the ADAF Service, Lieutenant General Vu Van Kha has made significant contribution to the national construction and defense cause. Alongside the Party Committee and the Command of the ADAF Service, he actively overcame difficulties, showed flexibility and creativity in leadership, direction, and the construction of the revolutionary, regular, elite, and modern ADAF Service to meet the task requirements of the new situation.

In agreement with the speeches and handover contents, Minister Phan Van Giang evaluated that in recent years, the task of protecting the homeland's airspace has become increasingly demanding, but the ADAF Service has performed well. It has successfully implemented the action plans for the Resolution of the 13th National Party Congress, the Resolution of the 11th Military Party Congress; provided effective leadership in training for combat readiness; made progress in building regularity and military discipline; actively participated in search and rescue operations, disaster relief, poverty reduction, and hunger eradication. Especially, the ADAF Service contributed to the success of the Vietnam International Defense Expo 2022, leaving a good impression on the leaders of the Party, State, Ministry of National Defense, the people, and international friends.

General Phan Van Giang emphasized that the ADAF Service will continue to receive attention from the Party, the State, the Central Military Commission, and the Ministry of National Defense to accelerate the modernization process and build a force organization that meets the increasingly high demands of the mission to protect the sovereignty of the airspace, seas, and islands. The Party Committee and the Command of the ADAF Service must pro-actively study and accurately forecast the situation, timely provide advice to the Central Military Commission and the Ministry of National Defense on plans and strategies for the use of the air defense and air force in safeguarding national sovereignty, perform well in airspace management and combat readiness; innovate and improve the training quality; focus on mastering new weapons and equipment, ensuring absolute safety; promote research and application of scientific and technological achievements in training, research, and production of suitable weapons and technical equipment for the tasks and combat methods of the force.

At the conference, under the witness of General Phan Van Giang, Lieutenant General Vu Van Kha and Lieutenant General Nguyen Van Hien, signed the minutes of the handover of duties and responsibilities of the Commander of the ADAF Service.
