This is the largest-scale exercise with the participation of 16 units under the Ministry of National Defense.
In his opening remarks, Gen. Giang emphasized that the target of the exercise, the highest integrated training form, was to raise capacity in leading, commanding, staffing and coordinating in operations of all-level leadership, forces, as well as the competency, strength and combat readiness capabilities of participating forces. After the exercise, combat plans would be adjusted to get close to reality and lessons drawn would be a foundation to develop military art.

The defense chief highly praised agencies and units, particularly the General Staff, the General Department of Political Affairs, the Hanoi Capital Command and other functional agencies of the Ministry of National Defense, for their pro-activeness in giving recommendations, making proposals, directing, guiding, and making preparations to ensure the exercise would take place as planned, especially during the time of responding and mitigating the severe consequences of devastating Typhoon Yagi.
To ensure the success of the exercise, Gen. Giang asked for close management and drawing of lessons in a timely manner, focusing on clarifying subjects, scale, forces, vehicles, plots, schemes, and operational methods and acts of sabotage of the enemy in the capital in the future; adjusting and supplementing combat determination according to task requirements in the new situation; observing principles in which the Party committees lead, local authorities manage, military, public security forces and relevant departments and organizations perform advisory role during the exercise.

He also requested the guarantee of logistics services and technical conditions in the context that the enemy uses high-tech weapons; pro-active development of plans to mobilize forces to cope with modern warfare in defending the capital city; and researching plans to coordinate reconnaissance and combat operations to suppress and destroy unmanned aerial vehicles.
The defense minister asked participants to strictly comply with regulations on confidentiality, state secret and military secret protection; and ensure safety of personnel, weapons, equipment, and property of the State and people.
