In his speech, General Phan Van Giang praised the air force's remarkable 70-year history, emphasizing the courage, determination, and innovative strategies of its personnel in overcoming challenges and defeating adversaries. Since their initial victory, the air force has secured significant successes, destroying numerous modern enemy aircraft and capturing many pilots.

The defense minister urged the Air Defense - Air Force Service to effectively implement the Resolution of the eighth plenum of the 13th Party Central Committee on the strategy for Fatherland protection in the new situation, the Politburo’s directives on military-defense strategies, and the military’s strict regulations on ensuring combat readiness. He called for continuous monitoring of the security situation, timely advisory support for the Central Military Commission and the Ministry of National Defense, and the modernization of air force weaponry. Additionally, he stressed the importance of ensuring flight safety, adjusting air defense strategies in line with current realities, and strengthening national defense capabilities over sea and islands.

Furthermore, General Phan Van Giang directed the Air Defense - Air Force Service to optimize personnel organization, enhance logistics and technical support, and implement solutions for building strong and comprehensive Party organizations. In the immediate term, the service must focus on successfully organizing Party congresses at all levels, leading up to the 12th Military Party Congress and the 14th National Party Congress.
