Naval Captain Shvarts Aleksandr Tiborovich, Commander of the 36th Missile Ship Brigade of the Pacific Fleet under the Russian Navy chaired the reception in the presence of the Vietnamese ambassador to Russia Ngo Duc Manh, Vietnamese Consul-General in Vladivostok city Nguyen Hoang Viet, the Vietnamese defense attaché to Russia, and representatives of overseas Vietnamese and Vietnamese students in Russia.
The Vietnamese mission, led by Naval Captain Nguyen Van Ngan, Deputy Chief of the Staff of Naval Region 4, is in Russia to take part in a fleet review in the city on the occasion of the 323rd Day of the Russian Navy.

After the frigate docked at the port, a flag-saluting ceremony was held in a solemn ceremony. The Russian Naval Captain expressed delight at the visit of the Vietnam People’s Navy mission on Frigate 016-Quang Trung to Russia in general and to the Pacific Fleet in particular on the Day of the Russian Navy.
For his part, the Vietnamese head delegate briefed the host on the frigate’s voyage and highlighted the significance and importance of the visit as well as the Vietnamese mission’s prominent activities during the visit.
On the same day, the Vietnamese mission paid a courtesy call to the chain-of-command of the Pacific Fleet.
At the reception given by Admiral Avakiants Sergey Tsosifovich, Commander of the fleet, Naval Captain Nguyen Van Ngan underscored that Vietnam and Russia have a time-honored close friendship and fruitful cooperation in different aspects. Experiencing historical ups and downs, the Vietnam-Russia ties have still been a symbol of friendship and a precious asset of the two peoples.

The Vietnamese officer stressed that the Vietnamese people have highly valued and would never forget the great support from the people of the Soviet Union in the past and the Russian Federation at present for the Vietnamese struggle for national salvation in the past and the current national construction.
The Vietnamese head delegate emphasized that the bilateral defense ties have developed in both scope and scale and have become an important pillar in the Vietnam-Russia comprehensive strategic partnership. He suggested the two sides conduct frequent exchanges of delegations at all levels in order to promote political trust and share issues of common concern, establish more cooperation mechanisms and promote cooperation in personnel training, military technology, exchange between arms and corps, scientific studies, military medicine, and UN peacekeeping operations.
Naval Captain Nguyen Van Ngan underscored the importance of the first visit of a Vietnamese warship to the Russian Federation. The visit demonstrates the Vietnamese Navy’s sentiment and solidarity with the Russian Navy on its day and is a practical activity in response to the Vietnam Year in Russia and the Russia Year in Vietnam during 2019- 2020 to mark the 25th anniversary of the signing of the Treaty on Fundamental Principles of Vietnam-Russia Friendship and the 70th anniversary of the establishment of the two countries’ diplomatic ties.
He affirmed that via exchanges during the visit, the friendship and cooperation between the two militaries and navies will be strengthened, thereby further developing the traditional friendship and comprehensive strategic partnership of Vietnam and Russia.
In his speech, Admiral Avakiants Sergey Tsosifovich stressed that amidst current changes in the world, the time-tested friendship between Russia and Vietnam has still been been thriving.
In the afternoon the same day, having laid wreath at the Monument dedicated to President Ho Chi Minh at a flower garden in Borisenko street, the Vietnamese mission paid a courtesy visit to the mayor of Vladivostok city Gumenyuk Oleg Vladimirovich.
On July 26, the mission is expected to visit a complex honoring feats of arms of the Pacific Fleet, the Museum of Pacific Fleet and tour several historical and cultural relic sites in the city.
