On behalf of the Coast Guard Command's leadership, Lieutenant General Le Quang Dao congratulated Major Tran Nam Phuong on being the third Vietnamese coast guard officer selected to work at the IFC in Singapore. On this occasion, he also commended Major Tran Duc Khanh, who had just returned home after completing his six-month term as a liaison officer at the IFC from August 10, 2024, to February 10, 2025.

The IFC serves as a key information-sharing hub for maritime security in Southeast Asia and beyond. It collaborates with naval forces, maritime law enforcement agencies, and shipping industries from over 40 countries worldwide. The center’s activities focus on gathering and disseminating accurate and timely information to support coordinated responses to maritime security threats in the Indo-Pacific region.

At the 8th ASEAN Navy Chiefs’ Meeting (ANCM-8), ASEAN navies agreed to develop the IFC into a shared information gateway under the ASEAN Defense Ministers' Meeting Plus (ADMM-Plus). The current IFC working group comprises international liaison officers from 19 countries alongside Singaporean naval officers. Vietnam is actively contributing to the center by assigning officers from the Naval Service, the Vietnam Border Guard Command, and the Coast Guard Command.
Since August 2023, the Vietnam Coast Guard has consistently deployed officers to the IFC. Lieutenant General Le Quang Dao noted that, in light of the complex maritime security landscape, this deployment underscores Vietnam's commitment to international responsibilities and enhances the Vietnam People's Army's, particularly the Coast Guard's, role in international cooperation and defense external affairs.

Major Tran Nam Phuong, currently serving as an assistant in the International Relations Division of the Vietnam Coast Guard Command, has undergone comprehensive training and possesses strong professional expertise. Having previously participated in United Nations peacekeeping operations, he has valuable experience in working within a multilateral environment.
Working at the IFC rom February 12 to August 12, 2025, Major Tran Nam Phuong will be responsible for maritime information sharing, reporting incidents to relevant countries, coordinating with Vietnamese agencies on security-related matters, analyzing information in collaboration with other liaison officers, contributing to research and trend analysis, assisting in planning and executing IFC activities, and engaging in diplomatic and international cooperation efforts.
During the assignment briefing, Lieutenant General Le Quang Dao instructed Major Tran Nam Phuong to build upon the experiences of his predecessors and perform his duties diligently. He emphasized the importance of promptly updating the Vietnam Coast Guard on maritime security developments, thereby contributing to law enforcement at sea and strengthening regional and global maritime security.

Furthermore, Major Tran Nam Phuong was urged to strictly adhere to Vietnam’s foreign policy guidelines, uphold military discipline, and comply with host nation laws, particularly regulations concerning security and safety, contributing to enhancing the image of the Vietnam Coast Guard and the Vietnam People's Army internationally.
