The event was part of the cooperation plan between the Vietnamese Ministry of National Defense and the Cambodian Ministry of Defense in 2025. In his opening remarks, Major General Nguyen Viet Dung, Director of Vietnam's Department of Legal Affairs, emphasized that the conference was not only a practical professional activity but also an opportunity to strengthen cooperation, mutual understanding, and the exchange of experience between the legal departments of the Vietnam People’s Army and the Royal Cambodian Armed Forces.

According to General Dung, legal affairs play an essential role in building a regular, disciplined, and gradually modernized military. Developing and perfecting the system of military and defense laws, disseminating legal knowledge, inspecting and supervising law enforcement are key tasks to ensure discipline, effectiveness, and efficiency in performing defense duties.

With a spirit of sincerity, openness, and goodwill for learning, the Director of the Department of Legal Affairs of Vietnam expressed his belief that the conference would be a great success, contributing to strengthening the fine neighborly relations, traditional friendship, and comprehensive, long-term, and sustainable cooperation between Vietnam and Cambodia.

Within the framework of the conference, the delegation of legal officers from the Royal Cambodian Armed Forces was briefed on the functions, duties, and legal work of the Vietnam People’s Army; experience in developing military and defense legislation; and Vietnam’s Law on National Defense in 2018.

During the event, the two sides also exchanged and shared experience to help improve and enhance the quality of legal affairs within each country’s armed forces.
