An overview of the conference

At the event, Col. Hung emphasized that in 2025, through the two-tier communication mechanism, both sides have effectively exchanged and shared information on maritime developments, coordinated promptly in handling incidents involving fishermen of the two countries, violations related to illegal fishing, smuggling, and other unlawful activities, and conducted search and rescue operations. These efforts have contributed to maintaining stability, security, and order in the historic waters and adjacent maritime areas between the two nations.

Admiral Tea Bunleam agreed with the assessment by the Deputy Commander for Legal Affairs of the Vietnam Coast Guard, noting that Vietnamese and Cambodian fishermen have generally complied well with the legal regulations of both countries. He also proposed that both sides continue to strengthen information exchange, coordination, and cooperation in addressing maritime incidents and situations.

Looking ahead, the two forces agreed to continue information exchange and promote maritime law enforcement activities to maintain stability, security, and safety in the region, thereby creating favorable conditions for fisheries activities in the historic waters between the two countries.

They will also coordinate and support each other in search and rescue operations, combating smuggling and maritime crimes; maintain regional-level cooperation activities; and continue delegation exchanges between Cambodia’s Tactical Command and Vietnam’s Coast Guard Region 4 Command.

The 6th review conference on the implementation of the protocol is scheduled to take place in 2026 in Cambodia. Ship visits between the two forces will be conducted in 2026, with the Vietnam Coast Guard planning to send a vessel to Cambodia in the second quarter of 2026.

On this occasion, on behalf of the Commander of the Vietnam Coast Guard, Sr. Col. Luong Dinh Hung extended an invitation to the high-level delegation of the Cambodian National Committee for Maritime Security to participate in the 3rd edition of the exchange program “Vietnam Coast Guard and Friends,” scheduled to be held in December 2026 in Hanoi.
