In his opening remarks, on behalf of the Ministry of National Defense, Senior Lieutenant General Hoang Xuan Chien warmly welcomed the distinguished international guests attending the banquet to mark the 79th anniversary of the National Day of the Socialist Republic of Vietnam. He emphasized that throughout the 79 years of glorious revolution, Vietnam has been striving to achieve the goal of "rich people, strong country, democracy, equality and civilization," and has made significant and meaningful achievements across all fields.

Senior Lieutenant General Hoang Xuan Chien stated that Vietnam has now established diplomatic relations with all 193 member states of the United Nations and defense relations with over 100 countries. The people's life has improved while political and social stability has been maintained; defense and security posture has been strengthened; and international relations and integration have been expanded, contributing positively and responsibly to peace, cooperation, and development in the region and the world. He affirmed that international integration and defense diplomacy are always important pillars in the external relations of the Vietnamese Party, State, and people.

Senior Lieutenant General Hoang Xuan Chien noted that in the face of the complex, rapid, and unpredictable global situations, countries must be united, promote cooperation, and share common concerns based on adherence to the United Nations Charter and international law to maintain peace and common prosperity for all nations.
