The signing ceremony was witnessed by Vietnamese Deputy Defense Minister Senior Lieutenant General Nguyen Truong Thang and Lao Deputy Defense Minister and Chief of the General Staff Senior Lieutenant General Saichay Kommasith.

Vietnam and Laos share a border of more than 2,000 kilometers from North to South, along with a longstanding, close-knit traditional friendship, an important foundation for cross-border logistics cooperation. The signing of this memorandum between Saigon Newport Corporation, Vietnam’s leading container port operator, and Lao-Asia Telecom, a key enterprise under the Lao Ministry of National Defense, marked a significant step forward in bilateral economic cooperation.

According to Senior Colonel Bui Van Quy, Corps 20’s Deputy Commander, the memorandum of understanding is the result of rigorous and focused discussions, in which both sides agreed on a shared vision of establishing an effective port operation cooperation model, sharing resources, and optimizing existing capacities. This cooperation aims to strengthen linkages in logistics and support services along the East-West Economic Corridor, thereby enhancing the competitiveness of supply chains in the border regions of Vietnam and Laos.

Under the agreement, the two sides will cooperate in training and developing high-quality human resources for the logistics and port operation sectors; and coordinate in providing and exchanging professional consulting solutions in port design, organizational structure, and operational procedures. They will also share practical experience in applying technology and international standards to port management and operations.

It also stipulates that both parties will jointly study integrated logistics models to ensure effective connections between seaports, inland ports, distribution centers, and domestic as well as international transport networks, particularly along the East-West Economic Corridor. They will explore the feasibility of establishing joint ventures or other investment cooperation mechanisms to implement an East-West logistics project, which would provide international multimodal logistics services linking Thailand, Laos, and Vietnam.

In addition, the two sides will work together to conduct market research, promote trade, connect customers, and develop service networks in key areas of both countries. The goal is to expand the scale of logistics service provision, enhance competitiveness, and diversify market access for port and logistics services offered by both parties.
