The four-day talks aims at removing bottlenecks in political discussions at various levels.

The event came three months after the third session of Myanmar's 21st Century Panglong Peace Conference in July. During the session, the Union Peace Dialogue Joint Committee of Myanmar announced that it had passed 14 basic principles related to politics, socio-economy, land and environment, thus raising the principles agreed by the Government and the EAOs to 51.

After the NCA was reached in 2015, the Myanmar Government held two sessions of the 21st Century Panglong Peace Conference in August 2016 and May 2017. At the second meeting, an initial of 37 basic principles for establishing federalism under the NCA was approved.
