The conference reviewed that over the past five years, the Steering Committee of the “For Vietnam's Sea and Islands” Fund has seriously and effectively implemented the Prime Minister’s decisions; consolidated the organization and built operation regulations; well directed information dissemination; mobilized, managed, and used funds transparently and effectively.
Ministries and centrally-run departments, which are members of the steering committee have promoted the sense of responsibility and well coordinated with each other in information dissemination to raise the awareness of Vietnamese people at home and abroad of national sovereignty over sea and islands. Assisting agencies of the steering committee have actively advised and proposed measures to enhance the effectiveness of dissemination and mobilization of resources and provided support for troops and people on islands and at sea.
Concluding the conference, Senior Lieutenant General Nguyen Tan Cuong suggested that ministries, localities, agencies and units of the steering committee should continue to uphold their responsibilities and well perform their tasks; regularly direct localities, affiliated agencies, and units to promote dissemination of sovereignty protection and mobilize resources for the building of the fund.
He urged the Party Central Committee’s Information and Education and Mass Mobilization Commissions to direct ministries, localities, agencies and units, especially press agencies, to foster dissemination to popularize the purpose and significance of the fund and actively call on more support for it.
The chief of the General Staff emphasized the need to diversity dissemination methods to raise the whole political system and people’s awareness of and responsibility for safeguarding national sovereignty over sea and islands.
He asked the Vietnam Fatherland Front Central Committee to guide its affiliates at all levels to actively advise local authorities to set up a fund mobilization committee, promote dissemination, mobilize organizations and individuals to support the fund.
Gen. Cuong asked the standing agency of the steering committee to promote its advisory role and coordinate with other ministries, departments, agencies, and localities to effectively actualize the Prime Minister’s decision on the fund; actively learn about the actual needs of troops and people at sea and on islands to make accurate recommendations; strengthen supervision and inspection of units and localities’ fund mobilization, management, and use; well perform the dissemination and mobilization of fund. The standing agency of the steering committee should soon develop a plan to launch the "For Vietnam's Sea and Islands" Fund and foster dissemination and mobilize people to support and promote the effectiveness of the fund.
