Before the contest took place, delegates paid tribute to President Ho Chi Minh at the President Ho Chi Minh Memorial Area in the city’s center. They also visited and presented gifts to Heroic Vietnamese Mother Nguyen Thi Kim and Heroes of the People's Armed Forces: Nong Van Dinh, Duong Cong Suu, and Nong Van Phiao.

In addition, delegates presented 54 gifts to revolutionary contributors, heroes of the People's Armed Forces, war veterans, wounded soldiers, families of war martyrs, and local needy households.

The Vietnam Coast Guard Command also presented 50 bicycles to disadvantaged students from five secondary schools participating in the contest, five TVs to the schools, 10 bicycles to the adopted children of the border guard stations, and 10 bicycles to the children of personnel of the provincial Border Guard Command.
In his opening speech, Senior Colonel Bui Dai Hai, Deputy Political Chief of the Vietnam Coast Guard Command, emphasized that the contest aimed to raise awareness among teachers, students, staff, and local residents of national sea and islands, the Vietnam Law of the Sea 2012, and the Vietnam Coast Guard Law 2018. It was also to foster a love for the country and enhance citizens' responsibility toward safeguarding the sacred sovereignty over national sea and islands.
The contest also contributed to strengthening the unity between the troops of the Vietnam Coast Guard and teachers and students.
Prior to this, the Vietnam Coast Guard Command organized a training course on the national sea and islands, and the Vietnam Coast Guard for nearly 300 officials, teachers, students, youth union members, and armed forces personnel in Lang Son city. They also exhibited 100 photos related to the national sea and islands, and the activities of the Vietnam Coast Guard at Lang Son provincial Convention Center.
