Against this backdrop, he urged the council to guide and encourage ministries, agencies, and localities to spread emulation and commendation efforts nationwide. He stressed the need to sustain momentum in ongoing emulation movements and initiate new campaigns aligned with the country's current priorities.

Commendation must be objective, transparent, and merit-based, he stressed, noting that legal documents guiding the enforcement of the Law on Emulation and Commendation are nearly complete, ensuring effective enforcement across ministries, agencies, and localities.

The Government, ministries, agencies, and localities were lauded for their focused, practical and effective directions in emulation and commendation activities. Numerous creative and impactful emulation movements nationwide have addressed urgent and complex issues while contributing to socio-economic development.

The council also proposed conferring and posthumously awarding the titles “Hero of the People’s Armed Forces” and “Hero of Labor” to collectives and individuals for their outstanding contributions to national construction and defense.
