The seminar saw the attendance of representatives of the Committee for Social Affairs of the National Assembly; the Vietnamese Martyrs’ Families Support Association; Military Region 3; the Vietnam Post and Telecommunications; relevant agencies of the Ministry of Labor, Invalids and Social Affairs and the General Department of Politics of the Vietnam People’s Army; leaders of a number of provincial and municipal departments of labor, invalids and social affairs; scientists and outstanding military and civilian national contributors.
Policies for national contributors are special as they reflect the care of the Party and State and bear the politico-social as well as humanitarian significance. Over the past 70 years, the system of policies for national contributors have been continuously supplemented and concretized by laws. Despite hardships and difficulties, the Party and State have always assured sufficient resources for taking care of national contributors. However, during the implementation of policies for national contributors, shortcomings and inadequacies have been noted, to some extent affecting the life and thought of national contributors.
Therefore, the seminar looked into the purpose, significance and special need of carrying out policies on taking care of national contributors. The participants then discussed issues relating to three major areas, namely continuing research, supplementation and completion of policies and well carrying out policies for national contributors; sharing experiences and effective methods in calling on all people to contribute resources to taking care of national contributors; honoring individuals and groups for their outstanding deeds in implementing gratitude work as well as typical examples of veterans, wounded soldiers, relatives of martyrs in overcoming difficulties in life and supporting others in the community and society.
Accordingly, participants at the seminar suggested measures and directions for the completion as well as the amendment of policies for national contributors, including standard levels of allowances for different groups of national contributors, criteria for appraising national contributors, and more. The participants also focused on the continuation of the institutionalization of Party’s guidelines into policies, the amendment of current policies and clearance of current shortcomings and inadequacies. Resources, especially those mobilized from the whole society, for the work should be prioritized.
Opinions at the event looked deep into the three major areas of the seminar and clarified related issues. They agreed that over the past time the implementation the Ordinance on Preferential Policies for National Contributors and policies of the Party and State for national contributors has been gradually improved, showing the due care of the Party and State for national contributors.
Concluding the seminar, Major General Pham Van Huan affirmed that policies for national contributors depend on the socio-economic situation of the country; however, with the engagement of the whole political system and the whole community, the gratitude work will certainly be better implemented.
