At a conference held on November 6 to gather feedback, VVA President Sr. Lt. Gen. Be Xuan Truong said the draft documents, with their renewed structure and content, reflect a spirit of honesty and objectivity in assessing the nation’s current situation. They not only summarise Vietnam’s development over the past five years and outline targets and tasks for the next period, but also define strategic thinking, vision and development orientation towards the mid-21st century.

Ho Ba Vinh, Standing Deputy Head of the Veterans Affairs Department, said that most opinions voiced agreement with the draft documents. To create breakthroughs in the coming time, he emphasized the need to improve institutions, promote innovation, maximise Vietnam’s human resources, and foster the spirit of self-reliance and resilience. He also underlined that the implementation of Party resolutions must be substantive and coordinated, with effective mechanisms for power control and objective evaluation.
Dam Huy Duc, Chairman of the Quang Ninh provincial Veterans Association, assessed that the draft documents clearly demonstrate strategic vision, aspiration, and the nation’s spirit of independence and self-determination. He proposed that the documents elaborate on the unpredictability of the international order, highlight forecasting and adaptability capacity, and reaffirm the principle that “the people are the root,” viewing their strength as an internal resource for development. He also stressed the need to focus on quality rather than growth speed, and to regard “thinking big, acting boldly, and daring to take responsibility” as a central trait associated with decentralization and institutional reform.
Sr. Col. and journalist Do Phu Tho, Editor-in-Chief of Vietnam Veterans Newspaper, suggested that the draft report reviewing theoretical and practical issues after 40 years of the country’s renewal process should include more discussions on the Party’s theory guidelines, one of the three pillars of its ideological foundation, contributing to the protection of the Party’s ideological stance in the new era of national development.
According to Vu Minh Thuc, Deputy Head of the Veterans Affairs Department, the theme of the draft represents a strategic breakthrough in the Party’s theoretical thinking, embodying Vietnam’s vision, wisdom and political mettle. It serves both as a guide for action and a “manifesto” of the era, affirming the steadfast will, creativity and ever-rising aspiration of the Vietnamese people under the Party’s leadership.
