As 2026 holds special significance for the entire 16th term of the legislature, he urged all agencies to follow the Party's leadership, promptly institutionalize the Party's resolutions, directives and conclusions, and intensify supervision over implementation.

As the legislative work is “the breakthrough of breakthroughs,” with institutions paving the way for development, the top legislator called for a decisive shift from a management mindset to a development-enabling approach.

He also stressed the need to strengthen discipline and order in law-making, ensure supervision is substantive and focused, and enhance the application of information technology and artificial intelligence (AI) towards building a digital legislature.

It is also necessary to continue renewing public petitions, bettering the organization of meetings with voters, making comprehensive preparations for the election of deputies to the 16th N.A., strengthening parliamentary diplomacy, and promoting Vietnam’s role at international forums.

On this occasion, the N.A. Chairman presented certificates of merit of the N.A. Standing Committee to six collectives with outstanding performance in serving the 10th session of the 15th legislature.

At the meeting, General Secretary of the N.A. and Chairman of the N.A. Office Le Quang Manh reported that in 2025, under the close leadership and direction of the Chairman and Vice Chairpersons of the N.A., its agencies and the N.A. Office completed an exceptionally heavy workload with a high level of focus, creativity and determination.

The legislative work reached its largest volume since the start of the current term, with 89 laws and 24 normative resolutions adopted, alongside opinions given on six additional draft laws. These efforts focused on quickly putting into place key guidelines from the Party Central Committee, the Politburo, and the Secretariat, clearing obstacles, gathering resources, and building a strong legal base for the next phase of national development.
