At the closing session, delegates heard the results of the first meeting of the newly elected city Party Committee (17th tenure). The committee elected a 15-member Standing Board. Nguyen Van Phuong, Vice Secretary of the 16th Party Committee and Chairman of the city People’s Committee, was elected Secretary of the municipal Party Committee for the 2025-2030 term.

The city’s Party Committee also elected an 11-member Inspection Board, with Pham Thi Minh Hue re-elected as Chairwoman. Delegates voted to send 18 official and one alternate delegates to the 14th National Party Congress.

The congress also discussed and approved reports on the draft political documents to be submitted to the 14th National Party Congress, reflecting Hue’s contributions to shaping national policy directions.

In his closing remarks, Phuong affirmed that the success of the 17th congress has generated fresh momentum and aspirations, inspiring the entire Party organization, armed forces, and citizens of Hue to overcome challenges, seize new opportunities, and work together to build a green, smart, and culturally rich city worthy of the trust of the Party, State, and people nationwide.

All delegates unanimously adopted the resolution of the congress, setting out ambitious socio-economic development goals for the next five years and beyond.

Accordingly, between 2025 and 2030, Hue aims for annual average GDP growth of at least 10%. The city’s economic structure is targeted as follows: services accounting for 47% - 49%, industry and construction 36% - 38%, and agriculture 7% - 8%.

Other goals include annual growth in implemented investment capital of 10% - 11%; average state budget revenue growth of 14% - 15%; export turnover growth of 10% - 12% annually; urbanization rate reaching 70% by 2030; and per capita GDP between 5,800 and 6,000 USD by 2030.

On social development, Hue aims to basically eliminate poverty, raise the proportion of trained workers to 75% - 80%, and have over 93% of schools achieve national standards. Healthcare goals include 19 doctors and 100 hospital beds per 10,000 residents.

The congress set out 15 major tasks and three breakthrough solutions to deliver these targets. It also identified six key programs on urban development linked to heritage conservation; industrial development; culture, tourism, and service growth; science, technology, innovation, and digital transformation; private sector development; and high-quality human resource development.

Each year, Hue’s Party Organization also plans to admit 1,700-2,000 new members, reinforcing the political foundation for long-term growth.
