In Cai Khe Ward, Ninh Kieu District, Can Tho City, urbanization has presented challenges, with delays in project implementation significantly affecting residents' lives. Additionally, there has been a high demand for access to legal information on matters impacting everyday life. However, the limited number and capacity of local judicial staff have hindered the effective law dissemination and education.

In response, the Ninh Kieu District WVA chapter proposed the establishment of the "Veterans’ Law Club" to the local authorities. Cai Khe Ward was selected as a pilot location, with 12 members, including a leadership board of three people, one judicial official, and eight area branch heads.

Nguyen Tran Hieu, Chairman of the "Veterans’ Law Club," stated, “We compile legal education content based on materials from the ward’s judicial office and the city’s WVA. To enhance efficiency, we use PowerPoint presentations along with on-site consultations. We also share information through social media platforms like Zalo and Facebook, and via visual communication like banners and motorcycles equipped with loudspeakers.”

Since its establishment in 2018, the club has conducted 46 legal dissemination programs, attracting 4,556 participants, including veterans, individuals, collectives, teachers, and students. Additionally, nine legal bookcases have been set up throughout the ward, providing easy access to over 30 legal titles, and materials have been distributed to residents.

“Law dissemination and education require specialized knowledge, experience, and passion for effectively reaching diverse audiences, especially the elderly. The establishment of the “Veterans’ Law Club” has significantly improved legal education at the grassroots level, aligning content with the Party’s guidelines, State’s policies and legal regulations tailored to different groups,” said Tran Hai Vinh, Deputy Head of the Board for Organization, Inspection, and Movements of the Can Tho WVA.
