Colonel Nguyen Ich Hiep, Political Commissar of the Long Thanh District Military Command, held that the program is sourced from a model of the Binh An Commune Military Command, which aims to help needy students buy health insurance. Their goal is to partly pay school fees and buy health insurance for needy students, contributing to encouraging them to continue their study and sharing responsibility with the local authorities.

After each quarter of the year, each unit will check the collected fund and contact schools to hand over the money to the students.

The recipients are mainly poor and disadvantaged students, who are facing special difficulties or orphans due to the COVID-19 pandemic.

Up to now, the program has collected nearly VND 5 million. As expected, by early August this year, the funds will be enough to be presented to 15 local needy students, including four orphans.
