The construction was conducted based on the decision of the Minister of National Defense and the guidance of the Political Department of Army Corps 12 to build comradeship houses on the occasion of the 80th foundation anniversary of the Vietnam People’s Army (December 22, 1944 - 2024), and the 35th anniversary of the Whole-people Defense Festive Day (December 22, 1989 - 2024).

Division 312, in coordination with the authorities of Thu Trung hamlet, Thanh My commune, conducted a survey of officers facing severe housing difficulties. Based on this survey, Division 312 proposed to the Army Corps 12 Command and the People's Army Newspaper to approve and provide financial support of VND 80 million to build the house for Maj. Thuan.
Following the decision by the Army Corps 12 Command and guidance from its Political Department, the division worked closely with local authorities and Maj. Thuan's family to agree on the design, timeline, and quality requirements for the construction.

During the nearly 10-month construction, Division 312 supervised the project closely, regularly reporting progress and consulting higher authorities when necessary. The financial support was disbursed according to regulations, ensuring timely resolution of any arising issues.
Thanks to the efforts of Maj. Thuan’s family and the support of local authorities, the house was completed as scheduled, meeting the family's living needs.
