On October 29, Senior Colonel Pham Van Toan, Commanding Officer of Brigade 680 under Naval Region 3, said the unit had deployed specialized rescue boats, vehicles, and trucks to assist residents in the flood-hit areas of Dai Loc and Ha Nha in Da Nang city.

Troops reached deeply flooded zones to evacuate people to safety. The brigade also donated VND 30 million, 50 boxes of instant noodles, 50 sets of clothing, along with food and medicine to local residents.

The same day, Hong Van Border Post of the Hue Municipal Border Guard Command delivered 200 kilograms of rice, instant noodles, and milk to people isolated by floods in A Luoi 1 commune. Meanwhile, in Phu Loc commune, Vinh Hien Border Post assisted in relocating five households in hamlet 5 to safer locations and provided information to help residents respond to the ongoing flood situation.

In An Giang province, where floodwaters have inundated farmlands in several border communes, local armed forces were mobilized to help people harvest crops, reinforce dikes, and protect property.

In Vinh Dieu commune, officers and soldiers from Vinh Dieu Border Post supported residents in harvesting cassava and vegetables submerged under rising water. Vinh Gia Border Post sent 15 officers and soldiers to assist villagers in strengthening embankments and building flood barriers around a 3,000-square-meter fruit orchard in Vinh Hiep hamlet. In O Lam commune, nearly 20 militia members were mobilized to join dike reinforcement efforts, helping protect farmland and minimize damage.
