Regularly innovating forms of law dissemination and education

Over the past time, border agencies and units have attached much importance to innovating forms of law dissemination and education in accordance with reality to raise the quality and efficiency of the work.

In particular, they have carried out law dissemination on mass media, set up a “Bookshelf of law-related books” program, combined artistic performances with law dissemination and education, and actively joined the contest on knowledge about law and measures to prevent law violations.

Meanwhile, many creative models and movements on law dissemination and education have been conducted in a regular and effective manner.

According to Colonel Dang Van Khinh, Political officer of the border station of Long Binh border gate under the An Giang provincial Border Guard Command, the unit has paid more attention to innovating and diversifying forms and methods of law dissemination and education, so that it would be easy for troops to understand and apply them to reality. Meanwhile, the unit has regularly organized forums, talks, contests and others to popularize law and honor examples in law observance, etc.

Through these activities, troops have raised a high sense of law observance. The number of law violation cases in the military has gradually decreased over the years, contributing to enhancing the synergy and combat competence of the border guard force, meeting the requirements of national sovereignty and border security protection in the new situation.

Spreading spirit of law observance

Recognizing the significance of law dissemination and education, over the past years, border units have flexibly implemented various dissemination measures, including organizing online dissemination programs; integrating law dissemination and education into cultural festivals and meetings; using loudspeakers; distributing leaflets, banners and slogans; conducting film screenings and opening photo exhibitions, to name but a few.

The contents of dissemination activities have focused on legal documents on national border, sea, and islands; legal documents on land border management and protection between Vietnam and other countries with shared borderlines; the Vietnam Border Guard Law, the United Nations Convention on the Law of the Sea (UNCLOS) 1982, and more.

Attentively, the units have studied and compiled thousands of outlines and dissemination documents in Vietnamese and ethnic minority languages; printed and distributed leaflets and DVDs to troops and local people.

Moreover, border units have closely coordinated with localities to establish self-management teams with local people volunteering to manage the borderline and border markers, maintain security and order, and oversee fishing boats and ports, etc. Also, many models, programs, movements and campaigns on law dissemination have been conducted, contributing to spreading the spirit of law observance among troops and local people in border areas and islands.

Senior Colonel Pham Hong Phong, Political Commissar of the Hai Phong city Border Guard Command, stressed that law dissemination and education activities have contributed to raising troops and people’s awareness of law observance, thereby reducing the number of law violation cases, ensuring security and order, promoting socio-economic and cultural development, and reinforcing national defense and security.

In the time to come, border agencies and units would further innovate contents and forms of dissemination work and strengthen law dissemination and education in association with the dissemination of political tasks and emulation movements.

Additionally, the agencies and units should actively work together with local authorities to accelerate the application of science and technology, and digital information in law dissemination and education while taking full advantage of the role of mass media, social networking sites, news agencies to popularize and encourage troops and people in border areas to strictly obey the State’s law, contributing to building increasingly strong and sustainable border areas.
