Speaking at the event, Gen. Quyet praised Command 86 and especially honored collectives and individuals for the obtained results over the past five years. He affirmed that in spite of being established just five years ago, Command 86 has thoroughly grasped the guidelines and policies of the Party and the State, as well as the directives and resolutions of the Central Military Commission and the Ministry of National Defense. The unit has consistently focused on enhancing the quality and effectiveness of the emulation and commendation work and the “Determined to win” movement; combining the “Determined to win” movement and other campaigns, especially “Promoting tradition, devoting talent, deserving to be Uncle Ho’s soldiers” campaign in the new era; encouraging officers, employees, and soldiers to overcome difficulties and strive to excellently fulfill all assigned tasks, thereby contributing to building a healthy and strong Party Organization and a comprehensively strong, outstanding, and exemplary unit.

To further develop the “Determined to win” movement to directly contribute to the army corps’ task accomplishment, the GDP’s Chief requested the unit to continue to thoroughly grasp and implement the Party's guidelines, the State's policies and laws, and the resolutions and directives of the Central Military Commission and the Ministry of National Defense on “Determined to win” movement and the emulation and commendation work.

In addition, Army Corps 12 should identify specific contents and targets and organize the emulation movement in accordance with its political missions; well carry out the advisory role for the CMC and the MND on military and defense missions, the building of the whole people’s defense, and whole-people’s defense posture in combination with the whole-people’s security posture on cyberspace; ensure its combat readiness capability to win in any circumstances.

Gen. Quyet also requested the unit to continue to implement the policy of building an elite cyber combat force by 2030 and in the following years, strengthen the contingent of cyber warfare officers and employees capable of mastering national cyberspace, give advice and strictly implement the digital transformation plan within the MND, master the high-tech weapons command and control information systems, contributing to the modernization of the military.

Together with that, the Chief of the GDP emphasized the need to build a healthy and strong Party Organization, comprehensively strong, outstanding, and exemplary agencies and units, focusing on nurturing and training officers and soldiers with firm stance, discipline, and honesty.

Over the past five years, the “Determined to win” movement has been comprehensively and creatively carried out by the command, creating a motivation for the unit to effectively handle circumstances on cyberspace. The command’s achievements over the past years have affirmed its position and role in building and protecting national sovereignty on cyberspace.

Over the past five years, 13 collectives and 39 individuals with outstanding achievements in the emulation movement have been honored by the command. Notably, Command 86 and its Center 586 have been honored with the third-class Fatherland Protection Order by the Party and State, and five collectives have received the “Emulation flag” of the Government.
