It was part of an array of activities in celebration of the 70th anniversary of the Viet Bac Victory (1947-2017).
Presence at the event were General Pham Van Tra, former Defense Minister; Senior Lieutenant General Pham Thanh Ngan, former Director of the General Department of Politics of the Vietnam People’s Army; Senior Lieutenant General Le Chiem, Deputy-Defense Minister; Senior Lieutenant General Nguyen Trong Nghia, Deputy-Director of the General Department of Politics; Ly Thai Hai, Chairman of the Bac Kan provincial People’s Committee; and Nguyen Van Du, Secretary of the Bac Kan provincial Party Committee, among others.
General Le Duc Anh, former member of the Politburo and former State President, sent a flower basket to the workshop.
Delivering the opening speech, General Chiem underlined the important role of the Viet Bac Victory and affirmed that the victory symbolized the will of Vietnamese people and troops in defeating the enemy.
Meanwhile, General Nghia reminisced about the Viet Bac Campaign 70 years ago when the whole people and armed forces, under the sound leadership of the Party Central Committee and President Ho Chi Minh, overcame difficulties to successfully trounce French colonists, contributing to the total victory in the national resistance war against the French.

Chairman Hai welcomed delegates to attend the workshop and stressed that generations of Bac Kan people actively participated in and made achievements in the national resistance wars against foreign invaders and the national construction and defense cause. Many of them have become high-ranking officials of the Party and the Army.
The seminar aimed to heighten the leadership of the Defense Ministry, the Party Central Committee, President Ho Chi Minh, and the Central Military Commission, and the then Campaign Headquarters to the victory of the Viet Bac Campaign. Following this, through papers delivered at the event, delegates drew valuable lessons on campaign-level commanding and combined operations between participating forces, and pointed out corresponding experiences from those lessons into reality in the current context.
During the resistance war against French colonists (1945-1954), the victory in the Viet Bac campaign in the autumn-winter season of 1947 had a historic strategic-level meaning and strongly benefited the Vietnamese revolutionary side.
