Senior Lieutenant General Phan Van Giang, permanent member of the Central Military Commission, Chief of the General Staff of the Vietnam People’s Army and Deputy Defense Minister, and Hoang Trung Hai, Politburo member and Secretary of the Hanoi Party Committee, co-chaired the event.
Under the approved handover, Major General Nguyen Quoc Duyet, Deputy Chief of the Military Region 3 Command will be the new chief of the Hanoi Capital Command, replacing Major General Nguyen Hong Thai who had been assigned to the post of Military Region 1 Commander.
According to a report delivered by General Thai, in the first nine months of this year, the Hanoi Capital Command actively gave advice and proposals to the Hanoi Party Committee and People’s Committee to issue directives and decisions, and approve plans on military-defense tasks in a timely and effective manner. With their recommendations, the Municipal Party Committee and People’s Committee successfully organized the 2019 defensive area exercise. They also directed the organization of four other district-level defensive area operations.
The command also sent delegations to visit troops and people in Truong Sa Island district and troops on DK1 platforms, hosted various refresher courses on political and legal education for people from different backgrounds, implemented policies for soldiers and their families. They also teamed up with military and civilian hospitals to provide free health checkups and medicines for needy policy beneficiaries, and ensured budget, logistics and technical services for missions.
Addressing the meeting, Secretary of the Municipal Party Committee Hoang Trung Hai applauded General Thai for his all-out efforts and important contributions to the development of the capital’s armed forces. He congratulated General Duyet on the new post and hoped that he would overcome difficulties to complete all assignments and be side by side with the Command’s Party Committee and chain-of-command to build a comprehensively strong unit.
In his speech, General Giang applauded the Command’s great efforts and obtained achievements over the past time. He took the chance to express gratitude to the leadership of the Municipal Party Committee, People’s Council and Committee for their consideration for, close coordination with and support for the capital’s armed forces to complete their assigned missions.
General Giang asked the command to continue to coordinate with local Party Committees and authorities to build a people’s defense disposition coupled with a firm people’s security posture, to raise integrated combat strength and combat readiness capabilities of the capital’s armed forces. The command should be ready for search and rescue missions, conduct better mass mobilization work, promote defense relations, pay due attention to building a politically, ideologically, organizationally and morally-strong Party Committee.
On the occasion, General Giang congratulated Generals Thai and Duyet on their new positions and expressed his hope that both generals will bring into full play the good virtues of Uncle Ho’s Soldiers and do their best to outstandingly fulfill all assignments.
